Revision of Agenda:
County Commissioner David Yamamoto will be speaking at the 5/21 general membership meeting on the topic of the Oregon Court of Appeals decision concerning the Territorial Sea Plan amendment adoption by DLCD.
Please see the two attachments below on this important ongoing issue.
There will not be any discussion by the Commissioner on the recently adopted,
but not yet finalized PC/Woods Community Plan revision. When the Board Order
is signed and implemented Commissioner Yamamoto will be available for public discourse on the revision.

May CAC meeting

The May CAC general membership meeting is on Monday, May 21, 2018 at 6:30pm at the Kiawanda Community Center. David Yamamoto, Tillamook County Commissioner will be our guest speaker.

Attached below are the minutes from the April meeting and the May 5 “emergency” meeting. I also scanned and attached the handout from the Nestucca Valley School District about the ballot measure that was presented in the April meeting.

I have attached below the draft minutes and a copy of the proposed revision for the PC/W R3 zone that were presented to the CAC membership by Barrett Chaix of the Tillamook County Community Development Department on Saturday, May 5, 2018.

A membership vote was held also, which is included in the minutes.

“emergency” meeting scheduled

An Emergency Meeting has been scheduled for Saturday, May 5, 2018 at 10:30am at the Kiawanda Community Center. The above revisions will be presented by the County Community Development Department and they wish to receive community input on what is presented.

Concerning the Pacific City/Woods Comprehensive Plan Draft:
The Tillamook County Community Development department has been working on some proposed revisions to the PCW-R3 zone ordinance that aim to address many of the concerns raised at the CAC and the Planning Commission hearing by community members. These changes could modify the proposal so that it would revise downward the number of units allowed per lot, add a maximum lot coverage standard, and/or provide assurances that new multi-family development wouldn’t be used as short-term rentals.
There is a possibility of a CAC vote at this meeting concerning the presented revisions from the Community Development Department.


April CAC Meeting

Our next general CAC membership meeting is this coming Saturday, April 21 at 10:30am at Pacific Coast Bible Church. I have attached the agenda for the meeting below.

I have also attached the flyer for the Candidates forum at the Kiawanda Community Center, which is this Wednesday, 4/18 at 7pm. All six candidates running for the County Commissioner spot will be in attendance to answer questions.

Planning Commission Meeting

Don’t forget about the County Planning Commission meeting tomorrow night at 7pm at Kiawanda Community Center. The Planning Commission will be reviewing the PC/W Comprehensive Plan draft and making a recommendation to the Board of County Commissioners who will vote on accepting the draft in May.

Consideration of the PC-Woods CAC Land Use Committee’s recommendation regarding a Conditional Use request 851-18-000079-PLNG – Goodman Group, LLC (application packet is available at the Tillamook County Department of Community Development web site under the Planning tab or by following the link below).

In addition to the Conditional Use Criteria (provided in the application packet) the following documents are relevant to the discussion:

Pacific City Community Plan, Section 3.338 Pacific City Community Commercial Zone (PCW-C2) – the underlying zone (available at the Tillamook County Department of Community Development web site under the CAC tab or by following the link below).

Tillamook County Land Use Ordinance, Section 3.565: Pacific City Airport Obstruction Overlay Zone (PAO) – the applicable overlying zone (available at the Tillamook County Department of Community Development web site under the Planning tab or by following the link below).

Please note:  a Special PC-Woods CAC meeting is necessary because public comment on the subject Conditional Use request is due to the Department of Community Development by 4:00PM, Monday, April 2, 2018.  CAC members who are unable to attend the Special meeting are encouraged to read the subject Conditional Use Request, and other relevant land use documents referenced above, and forward any relevant comment directly to the Department of Community Development.

March CAC meeting

The next CAC general membership meeting is next Monday, March 19 at 6:30pm at the Kiawanda Community Center. Haley Lutz from the Nestucca, Neskowin, and Sand Lake Watersheds Council will be our guest speaker.  The full agenda for the meeting is attached.
2018-03-19 Agenda

The Tillamook Planning Commission meeting to discuss and make a recommendation to the Board of County Commissioners about the proposed changes to the PC/W Comprehensive Plan will be on Thursday, April 12, 2018 at 7pm at KCC.

Many people have asked what the vote results were from the emergency CAC meeting held on 2-3-18.

A motion was presented by Matt Kinne to vote to support the most recent (1/3/18) revision of the Pacific City/Woods CAC Community Plan.

The CAC vote results have been submitted to the County Community Development Department to be included in the submitted comments on the PC/W Community Plan, which will be presented to the Planning Commission prior to their meeting.

The Planning Commission meeting on 2/15 has been cancelled and will be rescheduled. I’ll let you know the new date when it is announced by the county.

I regret to inform you that the Tillamook County Planning Commission hearing scheduled in Pacific City at the Kiawanda Community Center next Thursday, February 15, 2018 at 7:00pm has been cancelled due to concerns of a potential procedural notification error.  New hearing dates will be scheduled right away so that we can continue the public hearing process.  Notice with declaration of new hearing dates will be mailed to all property owners in Pacific City/Woods and interested parties as soon as the new hearing dates with both the Tillamook County Planning Commission and Tillamook County Board of Commissioners have been confirmed.
